Water is local. The company that supplies your taps depends on where you live. In parts of London it changes from one postcode to the next, across three different suppliers. How hard your water is depends on your area too, which is why limescale is a problem in some counties and not in others. Even the emergency number changes from one county to the next. One thing is the same everywhere: the water company owns the pipes up to the edge of your property, and you own the supply pipe from there into your home.
